Marginal decline in kharif acreage masks growing concerns over crop yields, rainfall distribution and reservoir levels across key agricultural regions

India’s 2026 kharif agricultural season is entering a critical phase, with uneven monsoon rainfall emerging as a bigger concern for crop production than the overall area sown.

Latest assessments indicate that India’s total kharif acreage has declined only marginally, by around 1.4% from the previous year, but significant variations in rainfall across regions have raised concerns about crop health and yields during crucial stages of crop development.

The situation is particularly important for crops such as paddy, soybean, maize and pulses, which depend heavily on adequate and well-distributed rainfall during different stages of their growth.

Paddy Acreage Sees a Noticeable Decline

Among the major kharif crops, paddy has recorded one of the sharper reductions in cultivated area.

Government data showed that summer-sown rice acreage stood at around 42.68 million hectares as of September 11, approximately 4% below the corresponding level last year. Summer-sown rice accounts for more than 80% of India’s total rice production.

The combination of lower acreage and rainfall stress has raised concerns about overall rice yields.

Reuters reported that India’s 2026 rice production could decline by approximately 10 million tonnes, to around 144 million tonnes, compared with last year’s record output of 154 million tonnes. If realised, that would represent the largest decline in production in nearly two decades.

Rainfall Distribution Becomes the Bigger Concern

The challenge for agriculture is not simply the total amount of rainfall received but where and when the rain falls.

Recent assessments indicate that rainfall has been highly uneven across India’s agricultural regions. Some areas have experienced significant deficits, while others have received intense rainfall over short periods.

As a result, farmers in rain-dependent areas can face water stress even during a monsoon season that produces substantial rainfall nationally.

The India Meteorological Department maintains district-level and state-level rainfall data showing significant differences in rainfall performance across the country.

Critical Growth Stages Add to the Risk

Several important kharif crops are currently approaching growth and maturation stages that can have a major impact on final yields.

Soybean, maize and paddy, among others, require adequate moisture during important phases of crop development. A prolonged dry spell at the wrong stage can reduce yield potential even when farmers have managed to complete sowing successfully.

This is why recent agricultural assessments have increasingly shifted attention from sowing acreage to crop productivity.

Crisil’s recent assessment similarly noted that although sowing has progressed relatively well, the agricultural sector remains exposed to weather-related risks, with concerns shifting from acreage to yields and farm incomes.

Rice Production Faces Particular Pressure

Rice is among the crops attracting the greatest attention because of its importance to India’s food system and export market.

India received around 15% less rainfall than normal since the beginning of the four-month monsoon season on June 1, according to data cited by Reuters. Some rice-growing states recorded significantly larger rainfall deficits.

Lower rainfall during crop maturation could reduce yields in several major producing regions.

However, India currently has substantial rice stocks. Government reserves, including unmilled paddy, were reported at approximately 59.6 million tonnes as of September 1, considerably above the government’s target for the period. These stocks could provide a buffer for domestic supplies and exports despite lower production.

Reservoir Levels Could Influence the Rabi Season

The impact of an uneven monsoon may extend beyond the current kharif harvest.

Reservoir storage is particularly important because water accumulated during the monsoon supports irrigation during the rabi season, when crops such as wheat, chickpea, mustard and other winter crops are cultivated.

If reservoir levels remain below normal in important agricultural regions, farmers could face additional irrigation pressure during the coming months.

This makes the final weeks of the monsoon important not only for standing kharif crops but also for preparations for the next agricultural season.

Monsoon Withdrawal Begins

The India Meteorological Department said on September 18 that conditions were becoming favourable for the Southwest Monsoon to begin withdrawing from parts of West Rajasthan around September 19, 2026. The normal date for the beginning of withdrawal from northwest India is September 17.

The withdrawal marks the beginning of the transition from the southwest monsoon toward India’s post-monsoon period.

For farmers, however, rainfall during the final phase of the monsoon can still be important for crops approaching maturity and for replenishing water resources.

Potential Impact on Farm Incomes

Lower yields could affect farmers in multiple ways.

Reduced production can limit the quantity farmers have available to sell, while stronger prices for certain commodities could partially offset production losses. The outcome will vary considerably by crop, region, irrigation availability and market conditions.

For rice, Reuters reported that domestic prices have already started rising amid expectations of lower production, while export prices have also increased.

At the same time, farmers growing premium rice varieties could potentially receive stronger market prices, although the final impact will depend on production levels and procurement patterns.

Food Security Remains a Key Consideration

India’s large food-grain stocks provide some protection against short-term production fluctuations.

However, continued monitoring of crop yields, reservoir storage, market prices and weather conditions will remain important as the kharif harvest progresses.

The government and agricultural agencies are also monitoring weather conditions and crop performance as the country prepares for the upcoming rabi 2026–27 season.

Technology and Weather Monitoring Gain Importance

The increasingly uneven nature of rainfall is also highlighting the importance of weather forecasting, irrigation management, crop advisories and digital agriculture.

The Agriculture Ministry has been expanding digital agriculture infrastructure, including Farmer IDs, crop surveys and technology-enabled agricultural services. These systems can help governments and farmers improve access to crop information and respond more quickly to emerging agricultural risks.

The government has reported that India’s Digital Agriculture Mission has already created more than 7.63 crore Farmer IDs and surveyed 23.5 crore crop plots, while the National Pest Surveillance System covers 66 crops and more than 432 pest types.

Outlook for the 2026 Kharif Season

India’s 2026 kharif season presents a mixed picture.

The relatively small decline in overall acreage suggests that farmers have continued to plant crops despite challenging weather conditions. However, rainfall distribution, crop productivity and water availability are emerging as the key factors that will determine the final outcome.
