PM Dhan-Dhaanya Krishi Yojana Launches with Ambitious Six-Year Plan to Empower Farmers
In a big move to change the face of agriculture in India, the Union Cabinet approved the Prime Minister Dhan-Dhaanya Krishi Yojana (PMDDKY) for implementation for six years, starting in the financial year 2025–26. This historical decision was made public on July 16, 2025, and gives effect to the intention of the government to enable farmers, develop rural economies, and provide food and income security through a holistic and integrated process.
The PMDDKY is a bold scheme that will deal with many elements of the agricultural ecosystem, such as productivity enhancement, irrigation facility improvement, crop diversification, encouragement of organic agricultural practices, and access to post-harvest storage and infrastructure needs at the local level. The scheme has been developed to understand the changing needs of land and agricultural development ecosystem of a nation, like India, which provides the foundation of its economy and sustains its food systems.
Key Objectives of PMDDKY
At its core, PMDDKY focuses on five main goals:
- Enhancing Agricultural Productivity: The scheme aims to increase crop yields by introducing modern agricultural technologies, promoting high-yielding seed varieties, improving soil health management, and offering training and support to farmers.
- Encourage Crop Diversification: The scheme aims to promote income and decrease the risks related to market volatility by incentivizing farmers to move from traditional categories of mono-cropping to a more diverse cropping approach; as well as enhancing the fertility of soils.
- Encourage sustainable farming methods: The scheme recognizes the vast complexities posed by climate change and promotes climate resistant farming, organic farming, integrated pest management, and the more productive use of natural resources.
- Developing better post-harvest infrastructure. PMDDKY seeks to address the crucial weaknesses in agri-infrastructure and aims to development warehouses, cold storage, and farm-gate processing units at a panchayat/block level to lessen post-harvest losses and facilitate better price realizations for farmers.
- Improving Access to Credit and Irrigation: To ensure financial support for farmers, the scheme facilitates access to both short-term and long-term credit, while also prioritizing the expansion and modernization of irrigation facilities to increase water-use efficiency.
Implementation Through Convergence
PMDDKY’s innovative convergence-based model is unique. It does not treat all schemes in an isolated manner, but brings the 36 existing central government schemes from 11 ministries and departments into an integrated framework. This convergence ensures better alignment and coordination, optimises resource use and leads to effective outcomes.
In addition to the central government schemes, the Yojana promotes convergence of state government programs, as well as partnership with both local bodies and the private sector. Taking an inclusive approach is expected to bring synergies to various agricultural interventions, and involve expertise and investment from different stakeholders.
Each district under PMDDKY will prepare a customized agricultural infrastructure plan that identifies specific local needs and gaps. These include assessments of the availability of storage facilities, processing units, irrigation systems, and market access. Once the gaps are identified, appropriate schemes and interventions will be aligned and mobilized to address them.
Effect on Farmers
The Prime Minister Dhan-Dhaanya Krishi Yojana will have a direct effect on millions of farmers across the country. By enhancing rural infrastructure, access to finance and support services, the scheme will provide small and marginal farmers the capacity to build resilience, increase productivity and profitability.
In addition, it will reduce post-harvest losses, stabilize farm incomes, build jobs in rural areas through agribusiness development and value-chain opportunities, and engender a strong focus on sustainability and climate-resiliency to ensure that agriculture is viable for future generations.
Government’s Assurance
Shri Ramnath Thakur, Minister of State for Agriculture and Farmers Welfare, provided the details regarding the launch and goals of PMDDKY in a written response in the Lok Sabha. In his remarks, he reaffirmed the government’s commitment to the rural reconstruction and sustainable agricultural sectors and observed that PMDDKY represents a major step towards fulfilling the government’s vision of a self-sufficient and prosperous farming community.
As PMDDKY is launched over the next few months attention will shift to how it is implemented and its effects on the ground. If done successfully, PMDDKY could be a benchmark for integrated rural development in India and around the world.
